Willie was born on September 30, 1962, in Sandersville to the union of the late Edgar Allen and Mildred Cullen Stephens. He was the youngest child of their twelve children. His parents; four brothers, James E. Stephens, Edgar Allen (Joan) Stephens, Jimmy Lee Stephens, and Clyde Stephens; and a sister-in law precede him in death. Mr. Stephens professed his life to Christ at an early age and became a member of Robin Spring Baptist Church in Sandersville. He attended the public schools of Washington County and graduated in 1980. Willie lived in Sandersville the majority of his life, and despite his physical challenges, stayed devoted to his family, church, and community. While he did not father any children of his own, Mr. Stephens was blessed to serve as a father figure to many, especially his niece, Shantress. Willie was a passionate advocate of higher learning and he generously contributed to the education of his nieces and nephews who pursued workforce training.

Mr. Stephens is survived by his loving and devoted aunt, Mrs. Dorothy Lewis, Las Vegas, Nevada; brother, Mr. Curtis (Barbara) Stephens, Covington; sisters, Mrs. Agnes (Henry) Watts, Sandersville, Mrs. Pearl Stephens, Long Beach, California, Mrs. Roberta (Johnny) Holmes, Atlanta, Mrs. Barbara Jean (Charles) Jones, Atlanta, Mrs. Theresa A. Stephens, Sandersville, Ms. Gwendolyn Curry, Sandersville, Ms. Christine Womble, Sandersville, and Ms. Dorothy Stephens, Sandersville; special niece, Shantress (Mario) Fleming, Fayetteville; and a host of nieces, nephews, other relatives and friends.
